The picture is a screenshot from an episode of Old Top Gear that aired on May 20th 1999. James and his co-presenter are testing some cabrios. The girl (I'm not sure who she is) is laughing, because James just mentioned the Jaguar they are driving is "only" 76.000 pound and James apparently doesn't even have the money to buy his own lunch. ;D
Yes, I did manage to track down the episodes from 1999 when James was one of the presenters. You can find them on FinalGear, but it's in the members only video-section and you will need to install a ftp-programme (like FlashFXP) on your computer as they are placed on someone's ftp-server.
The person who put them on his server put a lot of work in it, transfering loads of old episodes from vhs to digital, so I want to ask him first if it's okay for me to upload them here. I'll keep you all posted.

I've also been on the internet and I've found these rubbish caps: Both from the same ep. The first one is from a scene with the presenters "acting" and it's as bad as you think. The second is mostly significant cause James is wearing a tie.   |
