I suspect that, rather like Queen Elizabeth I who was rumoured to take a bath only once a year (though apparently not actually true), James only has his hair cut once a year, then leaves it to look after itself for the remainder of the twelve months.

That's pretty much how my Dad deals with his hair. Which is nearly as unruly and insane as May's, actually. He refers to his biennial haircut as 'getting my ears lowered.'
