Part of the problem with that is that there is already a copyright issue in the UK, no doubt the reason why there is such a proliferation of 'Keep Calm' merchandise on the market. As I understand it, the original 'Keep Calm' posters were produced for the second World War but never actually used (they were intended for distribution if the Germans invaded). A few years ago a couple in a bookshop found the slogan and used it on posters, then T-shirts followed quite quickly. I'm guessing James picked up early on and started wearing them on-screen. This article explains it quite well, but also the fact that copyright is hazy.
