I can see his argument about the statistics of American roads and accidents. It's a much bigger country with different rules from the Highway Code, so the margin for error there is alot wider. There are other factors as well.
One I found from personal experience this past summer is how easy it is to get comfortable on those long, wide, straight stretches of highway with the cruise control set. Doing this after lunch is not a good idea. Let's just say, I scared myself awake between Mississippi and Tennessee.
