Chariset, I actually think he is prone to a very slight drift, if you know what I mean. One of the things that makes him so endearing.

Incidentally, is "the Great British Public" some kind of catchphrase? Like "the American people" is over here -- a nice handy catch-all description that most people wouldn't mind having applied to them?

Yes, a bit like "the man on the Clapham omnibus" or "2 point 4 children" (used to describe the typical family) or "the man in the street" (I guess you have that one too).
"The Great British Public" tends to be used genuinely, though it's occasionally used ironically too.
